New Commands

The following commands have been introduced

• SIC MACRO Path
  defines the macro search path
• LET Variable Expression /UPPER (resp /LOWER)
  Assign a character variable with conversion in Upper (resp Lower) case. This is required to properly interpret keywords, since there is no longer any automatic case conversion.
• BEGIN PROCEDURE File and BEGIN HELP File
  
• END PROCEDURE and END HELP
  
• END IF
  which replaces the previous ENDIF command.
